Sarah Palin PAC's ad accused of being a literal "target list"

Sarah Palin's campaign has been accused of having a "militant rhetoric," and for inciting violence. On her facebook page, she speaks with gun terms, much like how some people would "play ball" or use other sports terms. One post on her facebook reads:

“This is just the first salvo in a fight to elect people across the nation who will bring common sense to Washington. Please go to sarahpac.com and join me in the fight.”

It's the accompying image on her website that is upsetting people, the circles around specific areas do look like targets or surveyors marks. Even if Sarah Palin means to target these areas to vote out the opposition, some papers are accusing her of inciting violence with this simple image. And even if we all agree that they are indeed surveyor's marks, once someone believes it's a target, that's what it is. Sarah Palin herself refers to the symbol as a "bullseye".

Here's the image in full from the Sarah Palin Facebook page. It features 20 gun sights, one for each of the Democrats targeted this year by her political action committee SarahPAC.
Three of the gun sights are coloured red, representing those where incumbent Democrats have already announced their retirement.
