There are two commercials in this Nike spot for their Hyperwarm line of clothing. The first is IT Crowd, Irishman du jour Chris O'Dowd as faux newscaster talking about the dangers of cold and winter weather and stuff using vocab du jour like Snowmageddon and Polar Vortex, while a slew of highly paid athletes like Aaron Nelson and Johnnie Paxson frolic in the snow anyway.
Then there's the second commercial at the end featuring a solitary runner traversing across a bridge past city traffic that is at a frozen standstill, presumably because of ice and snow.
It's not really a second commercial but it feels like it and I would much rather watch it than than Chris O'Dowd, who adds nothing to this spot, puttering on an on about winter.

Props for skater working hard, whatever she was wearing looked flexible and warm and I've spent too many freezing toe moments around ice-rinks not to notice. This really was two ads, the "button" with the runner could have been a standalone. Hopefully they'll make that a short edit and run it as bumpers.
